One Million Bucks for New Technology

The US Defense Department has offered a million dollars for any inventor that can come up with a lightweight wearable power supply for the military.
The average soldier carries an extra 40 pounds batteries and rechargers in his already heavy pack. These batteries are needed for radios, night-vision devices, GPS, and such.
If you can get that down to about 8 pounds, the DoD wants you! The competition is open to everyone, but the lead developer on the project must be American.
